Because none of the prospects out played him for the 4th line center spot.
Conroy is on record saying he wasn’t handing out spots to you youngsters. If they wanted the spot they had to beat the veteran for it.

IMO he's the problem causing the prospect log jam right now moreso than Rooney (who would be fine as the extra forward most nights).
