That said, Im not sure how bed bugs are spread? Maybe the age of the plane, or more specifically the age of the cabin and fabrics, is irrelevant and it was just poor maintenance. Could have been an old 767 that was sitting in a hangar for ages and they had to deploy last minute.

I think a bed bug outbreak has nothing to do with the age of the plane and everything to do with a person with bed bugs sitting on a seat. That could happen on a plane's first flight.
