Draft pick rule

Could someone clarify the rule for trading draft picks?

I understand this was changed recently but I don't really know how exactly it works.

Moving forward and effective immediately teams will not be allowed to trade 1st or 2nd round picks that teams do not own already.

In addition, for teams that are already in a deficit position for first or 2nd round picks, they will not be permitted to trade any picks they currently own that could be used to meet those conditions. There are no limitations on picks in rounds 3-5.


I think the rule got added to the main site but when Jon had to cut back to a previous version it got deleted.
