From what I understand, she's a princess from an old and ancient family that has decided to throw off the empire and join the Rebellion. Her older sister and older brother are twins, her older sister was kidnapped by the Empire and raised by a Storm Trooper Captain and indoctrinated in the Empire until she was rescued by her brother.
As she grew older Qi'Ra worshiped her sister. While her sister had great physical strength and could read mind and could use the powerful Light Sabre of Protection, Qi'Ra had none of those powers and usually fell in with louts and scoundrels.
Here's a picture of her sister in action, but its doubtful that she will have a cameo.
