Default Keyboard gone crazy

My Dell keyboard has gone crazy - it will not do question marks and other functions. The internets suggest it is something to do with Language Settings (French Canadian) but none of the proposed fixes work - ex. holding shift and control, or changing settings in control panel. Windows 7

This is what I get for question mark = É

To get question mark I have to type shift 6. ?

How to fix please.

Is this a laptop?

Hold down both shift keys for 5 seconds.

EDIT: On some models just clicking Ctrl+Shift works as well.

You need to change your system language.

Control Pannel > Clock Language and Region > Change keyboard or other input methods.

Under the keyboard tab choose US. This usually happens when you hit shift too many times. You can remove this by hitting the advanced key settings and setting everything to none.

Go to the Control Panel and open "Region and Language". Click the "Keyboards and Languages" tab, and click the "Change keyboards..." button.

That will open a window with a list of available languages and installed keyboards. Remove anything that isn't English (Canada) with a US keyboard.

None of those techniques are working. Not a laptop.

Is it only doing that to you in certain programs? (Like on your browser, but not in microsoft word or something)

If that is the case, try closing the browser completely, and restarting it.

Have you tried turning it off and on again?

Try CTRL-SHIFT again. You are definitely in French Canadian mode. When I hit CTRL-SHIFT I also get É instead of ?.

Control - Shift should fix this temporarily, or a reboot, assuming that your english keyboard is set at the highest priority among install keyboard languages.

To fix this permanently, go to control panel and go into Region and Language (or Change Keyboard and other input methods under Clock, Language and Region)

In the Keyboards and Languages Tab, select Change Keyboards. From the listing under Installed Services, remove any reference to French, or French Canadian by highlighting them and clicking remove. Then click Ok.

I once had the same problem. Only solution that worked was rebooting until I permanently deleted the French keyboard

I've had this problem on and off for a while and was too lazy to try and figure it out.. thanks for the tips in this thread it is now solved.

It is especially annoying when you are gaming and trying to hit a hotkey but its telling you that hotkey is a different key now.. and you are dieing. Losing mega pixels of loot and internet street cred to a french keyboard.
