That's just the court system being the court system. The court assumes the defendant is playing fair and treats the defendant as innocent, even when gaming the system.
It took me a year against someone who clearly breached a contract and simply refused to pay their bills for services rendered, the court scheduled us for a mediation of all things...which got adjourned since the defendant didn't feel like going, what is there to mediate with a person completely refusing to pay?
