The difference between o and 3 stars is admittedly pretty noticeable. But I really hate spending hundreds of thousands of stardust.

If you're powering up shadows, you're dropping a lot of stardust and candy anyways. But there's certainly a case for them - particularly for master league species that are better in shadow form (e.g. Gardevoir), and non-legendary attackers that will be among the best of their types even when future shadows come out (e.g. Electivire, Metagross). Or even just species that are solid but for which candy is plentiful (e.g. Machamp).
I am by nature a hoarder, but I've come up with something that I think is logical.
- The first rule of Pokemon Go is don't power anything until you're going use to use it.
- If possible, wait until you have enough candies/stardust to power to your goal level (whether it's 2500cp, 1500cp, 40, 30, your current level, or a level where it'll significantly surpass the weakest member of a raid attacker team). This may not be possible if you need to get a community day move in December.
- Figure out approximately how many pokemon of a species you'll have/you have caught in the time it takes/took to accumulate the resources for your level target.
- Get the IV ranking of your best candidate from a calculator. Divide this from 4096. The result is the number of catches you'd have to make to get a better one, on average.
- Do you think that number is achievable? Will you have enough for a second one by the time you reach it? If it's achievable, you might want to wait. If not, go ahead.
Examples of how this applies:
I have a Rank 5 PvP swablu. I would need to catch about 800 swablus to get a better one. That's 80,000 dust and 2400 candies. By the time I get a better one, I'll likely have the candies to evolve it as well. This one could be an easy choice to power up, despite not being perfect. But because I don't have the right IVs for complimentary species to build a Great League team around it, I'm still holding off.
My first shadow snover was high attack low def/sta. Even though the ice rocket grunt is very rare, it's not rare enough that I wouldn't expect to get at least a few more. Odds were that even one more catch would give me a better one. Clearly a situation where it's worth waiting.
I have 6 shadow beldums. They are currently not available. If I had enough candies to max all six, I would evolve them all in December, regardless of IVs. But because I don't, I will evolve as many as I can max, and maybe one more to absorb the candies I expect to get between Decembers. But I would expect shadow beldum to come back before I actually have enough candies for 6 maxed metagross, so I will not be evolving all 6.
Evolving wild level 35s is great for getting a cheap backbone for your raid attacking teams. But when you're maxing stuff out for Master League or to add raid DPS above your cheap backbone stuff, some patience in looking for IVs is justified.
