I recently visited the Cincinnati Reds Hall of Fame they have at their park. It’s extremely well done. I think the Flames should do something along those lines, obviously on a smaller scale.

Plus Cincinnati is a bit of a dump so I’ll save you the trip.
This guys video gives you a bit of a feel for it. It’s a separate building from the stadium (though right beside it) and it’s filled with lots of cool displays and has plaques of all the inductees. It also goes over the history of the team and honours all the legends. The amount of stuff they have on display is quite amazing.
Like I said, a smaller scale of this would be cool. HoF tour starts around the 3:04 mark if anyone is interested.

I love the idea of a ring of honour. I think their heart was in the right place for FaF but execution was horrible. There shouldn’t be two tiers of banners.
Having said that, only Iginla is a clear cut choice for a retirement. MacInnis IMO is the only other who warrants consideration. Retiring Lanny and Vernon was a mistake for such a young franchise.
Lanny and Vernon should be in a ring of honour joining the likes of Niewy, Theo, Loob, Reg, Kipper, and some builders broadcasters such has Maher, Cliff, Crisp, maybe even Darryl.

Vernon was maybe premature, but Lanny number deserved it.

Reichel, Glencross, Colin Patterson, Stern, Langkow are the guys that are close but don't make the cut...which feels about right.
I'd have another display specific to individual and team awards (division/conference winning regular seasons go here instead of the rafters). MacInnis and Nieuwendyk will both be here again, so their stupid half banners can come down (personally I'd be okay with #2 being official if 14 was their, too; 25 in the absence of 14 is laughable).
If it were up to me I'd probably only have #12, and the cup banners hanging, but more realistically: 9, 12, 14, 30, 34, Campbell x2, Pres x2, and Cup.
