Rag it is a very common term used during play....this sounds like someone misheard/misconstrued an audio clip and assumed something else.
Move on.

If the ref is saying he didn’t say it then I’ll believe it. I can’t imagine the ref would defend someone saying that to him.

"Rag the puck" will be uttered often when you want a team mate to hold on to the puck while you go for a change.
Really it means..."go for a skate" or fire it around.

The most surprising thing about this story to me is, how the heck are there hockey fans who don't know what it means to rag the puck?
EDIT: Although I don't know who Reilly would be yelling that to in this instance. It would make more sense for a Lightning player to be saying it to kill more of the penalty.

When I grew up playing the game it was not a thing. Like "bar down", "top cheddar", "chel", and basically any and everything said in Letterkenny.

"Rag it" means "rag it around the boards" or "shoot the puck around the boards."
Who exactly would he be talking to, within the context of this particular play, if he's yelling "f##king rag it?" Also, why would he be looking at the ref while yelling "f##king rag it?" Not to mention there was a missed hooking call against the Bolts seconds before in a game the Leafs are losing 4-1.
I think this is the league just not wanting this to become a big thing.
Edit: Nevermind. I was thinking of "ring it" not "rag it." I rescind my comments.

No, it doesn't. It means to intentionally hold onto the puck to kill time. Which is exactly the sort of thing you'd want to do on a PK.
And by the way, it isn't at all a new term. It's one of the things Phil Esposito was best known for being good at, for example.

I would say it's a much older term than that, was very common in the 70's and is heard all the time during old-timers games (55+)

IMO it's almost certainly "rag it." In this video from the Lightning feed, after the first (contested) "rag it/f****t," you can hear another voice say "rag it, rag it, rag it" -- which is exactly what Gourde does. Pretty sure the direction to "rag it" comes from the Lightning bench.

Also, if Rielly says "fu*k," the voice that purportedly says "f****t" sounds nothing like him. Rielly's voice sounds much deeper.
