VHL = development minor league for KHL. Essentially the AHL of the KHL.
MHL = major junior. Essentially the CHL of Russia.

*There is no transfer agreement between the NHL and Russia. Because of this, there is no expiry for the NHL rights of players drafted out of Russia or draft picks considered to have defected to Russia until they sign a NHL contract.
This means the Flames still have the rights to Rafikov (2013 187th OA) and Karnaukhov (2015 136th OA) besides both exceeding the age where they would be UFAs in the NHL.
The Flames also retain the RFA rights to Tuulola (2016 156th OA) and Okhotiuk until they reach NHL UFA age because the Flames extended Qualifying Offers before they signed in Europe.
