I thought it was fairly common knowledge that luggage locks were a minor inconvenience at best.
A client of mine who works at the airport told me that they can be easily unlocked and relocked to the point where you'd never even know, if they were inclined to be careful, which they're not because they really dont care.
I've never bothered with a lock because I really dont take anything worth stealing and if it is then its on me, besides those luggage locks are pathetic, of course anyone with 2 seconds and some inclination can break them.
Really, if someone were to steal anything out of a bag it would be an annoyance (souvenirs) or an inconvenience, like a shaving kit, etc. But its all replaceable.
