Cause you can't be a super villain without having a world ending super weapon.
the Russians roll out the Satan 2 missile for testing, well the Americans call it the Satan 2, the Russians have named it the RS-28 Sarmat.
A stealth missile that carries up to 12 mirvs and can destroy a country like France or a state the size of texas in one blow and featuring a 10,000 km range and speeds that far surpass any other ICBM currently in service (mach 20).
Its undetectable, fast, long range and highly destructive and expecting to be available for service in 2 years.

The Russians have spent a ton on military equipment, in terms of submarine technology its thought that they've surpassed America with the Borei class Ballistic Missile Sub and the Yasen Class multirole attack sub. In terms of Russian Aircraft the Russians are pushing forward with a 5th generation PAK-50 and in terms of tanks the Russian T-14 could be a equivalent threat to American armor.
How soon until Putin is demanding 1 kagillion gazillion billion dollars?

I'd love to say that Russia's expenditures on military fixtures and weapons would make them bankrupt, but it won't. They also are a fraction of military spending compared to the U.S.
They get more bang for their buck. Pun intended.

I doubt that there are too many more sanctions that can be placed on Russia, they've all been spent on the Ukraine situation.
I don't think that there is any rules against size of warheads, or against the speed of the missile or even whether its stealth or not, most of the agreements are based around sheer warhead counts.
The Russians if this thing is all its meant to be could actually reduce their missile and warhead count.
why build 1000 somewhat accurate missiles with smaller yields, when you can build 500 country busters.

Everything that they're building has an export model.
Russia is also working to get a lot closer to China in terms of resource and weapons exchanges.

Actually using a weapon like this has war crimes written all over it. It is hard to imagine that they could achieve a low enough level of civilian collateral damage to argue that they took steps to avoid non-military targets.
Something like this would have been acceptable before WW2, but nowadays the world expects more. A weapon like this is a "deterrent" type of weapon like a nuke and not something that would be used in convention combat.
I'm not sure what the history is with Russia and proliferation though.

If something like this is used, the term war crime, or international criminal court is irrelevant.
It is a pure civilian city busting weapons, its not built as a threatre weapon or battlefield weapon.
I would argue that beyond deterrence this thing is designed as a first strike weapon.
