He got the Tkachuk treatment after the MacTavish incident. The Flames told him to tone it down. Hasn't been the same since then.

Might've been on the show, but Harvey was created for the Flames.
Original Harvey was the Stampeder's Ralph the Dog, but the Stamps fired him so he created Harvey.

To a point, that was the days before the 2004 Jumbotron and acceptable cell coverage in the Dome, so him roaming around was between whistle entertainment because people were not kinking their necks up to be slave to the Jumbotron nor heads buried in their phones.
The Flames told whoever was in the suit to tone it down when they caused disruptions by misfiring the stupid t-shirt gun and t-shirts landed on the ice before faceoffs and once I recall, during the play, circa 2007ish.

Occasionally you get a Gritty or Scorchy that catches some social media buzz, but for the most part don’t they exist to just to entertain kids and provide an occasional chuckle for the adults?

Ralph was originally the mascot for Northhill Mall, which was a Stampeders sponsor. Which led to some cross-promotional appearances, and at some point it because the football team's exclusively.
Of course now CSEC owns both.

I really liked the original Harvey played by Mr. Kelba - he was a very good athlete, and obviously had a great sense of humour. Later versions of Harvey haven’t had the same flair, but don’t deserve the low ranking

Ralph is the worst mascot in the history of sports. I've never seen him do anything at a Stamps game except obsessively straighten out his signs when he leans them up against the sideline ads. Whoever is in that costume is getting paid too much for the work they do.

The original "Harvey" was fantastic...incredibly athletic and engaged. He'd stand ON the top of the glass, perfectly balanced....unbelievable. Always visible and all over the Dome. (Also did a lot of business and charity visits. I ran into him at a client's location...literally...around 20 years ago.) The new, replacement Harveys have been duds IMO. Not very engaged and none of that fabulous athletic ability on display (maybe they told him to tone it down and he's like Chucky and mad?).
Oh, yah, and on my second date with my now wife, we were sitting right behind the penalty box and she asked me who the mouse was on the far side of the rink. About 15 minutes later he was sitting in her lap.....
