No its a pattern to ensure a smooth transition of power if necessary.
When Kim Il-Sung started getting older. The pictures of him in the usual communist party uniform standing side by side with the peasants directing him were replaced by Kim Il-Sung in leisurely almost western style clothes relaxing at quaint holiday spots and Kim Jong-Il started showing up in the whole guiding the peasants and factory workers. Or running meetings where he sternly would point at different members of the politburo to show that he was in change. Even before that news stories in North Korea leaked about him running high power commissions and groups. He also became known as Party Center and issued orders under that identity.
As Kim Jong-Il got older they started preparing for the succession by having him win an election to their verion of a parliment, then they appointed him as the head of the Military Commission and rumored that Military operations like commando attacks to the South or missile testing and attacks were his orders. At the same time new songs came out praising him.
So having the sister issuing orders and talking to the press isn't much different, its resume building for her and to get the people to understand that she will eventually succeed her Brother.
