I look at it a different way.
Peluso is going to get 6 minutes (if he's lucky).
That means for the rest of his shifts there is an opportunity to double shift someone who's really moving out there. It's a carrot for the top of the roster to get more icetime.
I like the incentive.

that's a more optimistic and probably a fairer perspective for sure 
just fed up with the size fetish I guess. If you call up someone to actually play, just reward someone who's really earned it.

Not according to what I hear every time they interview Cail Maclean. Mangipane has points but the coach doesn't sound overenthused about him (compared to how he sounds about Kylington).
Mangiapane isn't suited to fourth line play anyway.
