Travelers should always always always be aware of, and respect the laws of the country they are visiting, especially when it comes to drugs or paraphernalia. It was a foolish decision on her part and unfortunately now she has to face the consequences of her actions.

Sure. And if they want to, they can convict a Canadian with a bottle of Tylenol and throw away the key. Of course travellers should absolutely be aware, but it's not unreasonable for the gov't to reiterate the message.
A small but important distinction between other countries with precarious legal systems is that there is usually some path to a diplomatic resolution to an individual's predicament sooner or later. That's simply not the case with Russia at the moment.
