Ottawa's continual circus of the bizarre
Ok, first we have Social Media gate
Then the great Uber fiasco
Then they try to murder their fans with balls
Now it looks like their move to Lebreton and a new arena is at risk
Combine that with fairly poor attendance, and a meh at best hockey team and you have a tornado of bad

While specifics are still thin, some have leaked out.
Chris Stevenson of The Athletic spoke with members of the Ottawa business community that are familiar with the project and has reported that the planned division of the costs had Melnyk & the Sens paying for the new arena plus $150m towards infrastructure with Ruddy and Trinity covering most of the remaining $4B, and that there is “healthy skepticism” among the Ottawa business community about Melnyk being able to do that.
As part of their coverage of the issue, the Ottawa Citizen spoke with three unnamed sources with direct knowledge of the negotiations, all of whom pointed the finger at Melnyk as the road block. All three indicated that Melnyk has been trying to avoid paying for the arena. Two of them said that Ruddy has signed off on the corporate governance agreement but Melnyk hasn’t.

Taking a while to get to 5000

Melnyk doesn't have the money, carries too much debt and can't secure the loan(s) is my guess.
He should throw in the towel and sell the team.

I think Ottawa should have a team - 5th largest city in Canada.
One hurdle there is that so many people in Ottawa are fans of the Habs, Leafs and other teams. All my cousins there (in 40s and 50s) cheer for other teams. It could take another generation to overcome this.

Better put a hyphen in the middle to distinguish from the Roughriders and the Rough Riders

Yeah I assume he's either not able to secure the money or never intended to pay for the building and said he would in hopes that the process would move far enough ahead that maybe he could get out of it with someone else footing the bill. It's hard to really figure out what goes on in his head. I wonder if it gets to the point where the NHL forces him to sell.

You really have to feel for whatever dedicated fans that organization has left. As troutman pointed out, Senators fans are typically young - and they are also very quick to switch allegiances. Every Sens fan I know has strong ties to either the Leafs or Canadiens, and a few of the younger ones seem to cheer for every team in the NHL instead of getting too caught up in Senators stuff. It's a critical time for the Senators franchise to try and start putting together a fanbase, as most who are exposed to Senators games come into the experience needing to have their mind changed.
MelnykOut just seems to be the total solution here. I think the start the Sens had shows what kind of fun you can still have in spurts of a re-building season - but with Melnyk around there is a cloud of negativity with the seemingly endless bad news. He's lost control a long time ago, and childishly won't let go of his favourite toy. The fans that chose the Senators deserve better.
It's much like the Nylander situation is showing in in a much more condensed time frame. He wanted something, dug his feet in, and fought for what he wanted despite all indicators that it was time to concede. Much like Nylander, if he ever does get what he wants I'm not sure he'll love the microscope his future will be under.

So, if I'm understanding this correctly...
He was putting up $150M, but he's suing for $700M?

Nay, Full cost of Arena + 150 for infrastructure I'd guess
