This was brought up by someone on Reddit (not me), and reviewing my own bill, I calculate that I am being charged 4.3c/kwh for the Local Access Fee, which is insane.
According to this page, it's supposed to be 11.1% of the RRO, and they've got it listed at 2.1c. But even that math is wrong, as the RRO is capped at 13.5c, so it should be 1.5c / kwh.
What am I missing here?
EDIT: OK, posted this too soon, it's 11.1% of the Distribution Tariff plus 11.1% of the RRO. But what is the Distribution Tariff? Adding 11.1% of the distribution + transmissions charges still doesn't add up.
