I guess uplift is supposed to be a standard add-on to LOA within the construction industry to compensate the guy for working away from their geographic home. Is this a thing? I thought that's what LOA was. Is it an oil patch thing that is moving into general construction?

Are you talking about a leave of absence or parental/maternity leave? Some employers do top up their employees’ pay when they go on parental leave, but they’re not required to do so.
As Torture said, any top up pay wouldn’t be covered under employment standards.
