Might have been said already, but the height will be dictated by the zoning of the site (RC-1, RC-2 etc...)
Without that information, it's difficult to give an exact height he can build to.

You may never have had bad neighbours if this is your strategy. This is by far the worst way to go about things. If the guys says 'yeah it's illegal, what are you going to do about it?' then you now have made an enemy for life that lives beside you. Best thing to do is call 311 and have them deal with it. If the neighbour asks if you complained, just lie and say no. Why bother getting involved? That's what bylaw officers are for.

It's all well and good to say "Go talk to your neighbour." but at this point he's going to tell you to pound sand if you have a problem with the structure.
You can find out if he has a permit. Whatever you find out dictates your next move.

Go the opposite way and act like you love the garage. Wow this thing is huge! How big is it? Are you going to have room for 2 cars, a work bench, and a bunch of tools? How much did this baby cost? How do you go about building a garage anyway, did you do this yourself or did you hire a guy?

I think the "go talk to your neighbour" thing is a bit of a two way street. If I was putting up the biggest legally allowed garage, I would mention it my neighbours.
My next door neighbour told me in advance of building a 8 foot pergola that adjoins our lot line. I don't mind, but appreciated the heads up.

I'd be more concerned that there isn't any utility locates visible even though it impedes on the public alley. You guys get your gas through the back lane? Guy might get that thing torn up by Atco if it happens to run underneath and they need to service the line.
EDIT: actually it looks set back from the property line a bit. Still a bit concerning (though they may have been wiped out when he poured the pad)

I guess it all depends on how you go about asking. If you go over and say "that's a cool garage", then some banter, then ask "did you have to pull some strings with the city to get it built that high?" If the neighbour already thinks you like it, he's more likely to open up a bit- or at least not be suspicious. Especially if you might also be in a position to be building a garage.
As for the OP's original question, I think it's fair to ask here. The garage seems big, and CP is a wealth of knowledge.

He is required to post his building permit, I was told in a window visible from the front door. If you can't find it, he may not have one. To me, that looks like the wall heights are within limits.

Sun exposure. I know if my neighbor built a garage that was overheight and it blocked out the sun into my yard I'd be a little choked.
