And you make the risk of drought sound like it's no big deal. Depending on the severity of the drought along with a 10% reduction in glacial flow I think it's reckless to assume that everything will just be okay.
Agriculture is a pretty important sector all things being equal.

Glacial flows make up roughly 7% of water so given that we let most of our water flow to the ocean we can increase irrigation in order to compensate even at reduced water volumes in rivers.
Simply reducing meat from are diets good also substantially decrease water use as well. We will also have longer growing seasons which should help as well.
I don't think it's that reckless as geo political instability due to lack of food scarcity in other parts of the world is a far greater risk. So basically the collapse of civilization occurs due to greenhouse effects elsewhere prior to us having food security issues.
