I think you're thinking of Angela Taylor-Issajenko.

Every time I see pole-vaulting I half-expect someone to get impaled on that thing. How do more people not get hit with it?

that was definitely a description of Taylor-Issanjenko. in that era Canadian sprinting had the 2 Angel(l)as, the other the late Angela Bailey held the Canadian women's 100m record, until broken recently by Leduc

Perdita Felicien has to be one of our biggest disappointments in the last 30 years of track.

We should give De Grasse credit where it's due. I believe he's the most accomplished Canadian sprint runner of all time. Obviously Donovan Bailey is the most renowned for his theatrics and holding the world record. De Grasse however, has six medals whereas Bailey only has the two from 1996.

Solo track events are pretty amazing in the fact that you can have over 80k focused on one individual trying to do something spectacular. And pole vault and high jump are probably the peak examples of this since its a visual pass/fail thing.

Basically just solo act musical performers are the only other example I can think of (though they often have backup performers/dancers). And maybe a few cults of personality over the years

Golfers? Millions on tv watching you choke a putt.
