Seems odd for a team to offer a PTO to a guy that just played for them. They know what they're getting. I suppose its just to push the kids, but still. Seems weird to me.

I think this is partially correct, although Florida just hired a new coach in Quenneville who likely has his own say in assessing players. There's still obvious familiarly between the coach and the player, but a lot has changed since the last time Q had Brouwer on his team. No harm in putting Brouwer and a guy like Tippett side-by-side in camp if they're pushing for the same spot.

Brouwer is a fringe NHLer and he is declining, so it's possible that he will be worse than last year.
Also, it's possible that Florida is not interested in re-signing Brouwer and are just doing him a solid by giving him a chance to showcase himself to other teams, while gaining another body for training camp

Players need to be evaluated every year to see where they are at.
This is a no risk situation for Florida. He either looks the same and they sign him to the same contract as last year or he looks worse and they go elsewhere.

Why, as a fan, can I never be rid of Troy Brouwer?
He wasn't terrible last year, but good god, can we not find a younger, better player to fill his minutes?

I don't think there's room for him on the Panthers this season, so it's likely for just training camp and the preseason veteran minimums for the team. For the player he's hoping to eke out one more season somewhere on the fourth line. I could see him on the Flyers this year as their bottom six is pretty thin.

He impresses in camp and they sign him to a multi-year deal with NMC.

Panthers have pretty much zero cap space, no? They may just be throwing him a bone to see if he can get signed by some other team with a good PTO. Brouwer would have to sign for literally league minimum to even fit within their budget I think.

I expect that's the case, Coach Q throwing him a bone to showcase himself. Calgary may well have done the same for some favors they owed to an agent, friend etc.
