Probably so they can have a practice with the players playing in the next game and still have enough players left over to hold a decent practice with the players who won't be playing.
It also likely has to do with when Stockton's camp is scheduled to open. No point in cutting a bunch of guys then having them sit around doing nothing while they wait for Stockton's camp to start.

AHL training camps don't start until the end of September usually so they have nowhere to send AHL guys if they cut them.
I'm not sure why they do it that way. Maybe to make sure that the AHL team has enough bodies to make training camp worthwhile instead of having them trickle in one by one.
Maybe it just has to do with travel logistics/money saving. Lots of decent reasons out there I imagine.

It has to do with the CBA, you can't start waiving players for assignment to the AHL until 12 days before the start of the season.
