If I want to re-sign Vlasic, who will be a UFA, how do I do that right now?
In the rules it says
You can sign your own UFA players according to the UFA grid posted on the CPHL forum on Calgarypuck.
Grids are updated yearly based on the new ratings that are set.
How does this work?

The league will notify us. Won’t be for a while, comes after ratings and rfa signings

Thanks. Last question: is %AHL Salary still a thing for UFA bids?

If you are resigning a ufa the deals are all three years and 1 way
Once we get to bidding on ufas not resigned they are awarded to the tam based on the following formula term x per year salary x ahl percent

What re-rates happen and UFA signing starts, each team signs their own UFA's first but is there a trade window there prior to Batch 1 UFA signing to trade recently signed UFA's that teams decide to keep?

There would be a very short window but once UFA are re-signed we will proceed immediately with batch 1.

I'm a little confused on off-season player movement. Can I move players back and forth freely right now between the main club and the AHL club? Or, do the rules still apply and if he is 24 or older he must go on waivers?
As an example, I just moved Nick Cousins up to the big club. He's 24 years old. Does he now have to clear waivers to be sent back down in the off-season?

If indeed you move a player up they are subject to waivers going down if 24 years or older.
Those 23 or under can move up and down, once re-rates are released we will establish the ratings threshold to establish which players must be on the big club or be subject to re-entry waivers. This is designed to prevent teams from stashing NHL players in the minor so they can bid on free agents. For instance I could move Mackinnon and his huge salary down which is what we don't want.
But for now that threshold and deadline hasn't been set.

Any update on re-rates? It’s hard to make decisions on who to keep, who to cut or trade without knowing this.
