Tank Girl! That was my favorite movie when I was 16! I assume it actually sucked, I haven't watched it in about 15 years.
Delicatessan and City of Lost Children, by Jean Pierre Jeunet (famous for Amelie) are two of my favorites from the list that Flabbibulin posted. I'm not sure how legitimately post-apocalyptic they are, though.

Slated to be remade, since nobody can come up with an original idea anymore. Kosinski (who directed the Tron remake, and has also been attached to a Black Hole remake) was supposed to be directing it, though I see he's no longer involved.
edit: I meant to mention, the original is actually pretty fun in a cheesy sort of way.
Also, I know you said 90's to present, but I have to assume you've seen Mad Max and The Road Warrior. If not, you must.

I still occasionally use that line, I even throw on the thick Aussie accent on the gasoline part. I've only ever not gotten a dirty look from it once. It was a good day.

Are all good movies.
There are plenty of Zombie movies from the 70's and 80's that, sort of, invented the whole staggering zombie tropes (another fancy word I might have wrong) that we see now.
Rightly or wrongly I always lump post-apocalyptic movies in with Dystopian anyways.
Serenity and Minority Report should get some love.
I always watched the Total Recall remake and really enjoyed it. Not a great movie by any stretch but fun to watch. I loved the tech throughout the movie, thought that did a great job there. Plenty o lens flare though... oh bother.
