I remember at least 3 incidents in this years playoffs where players took very obvious hard blows to the head and looked very wobbly skating back to the bench. In all 3 instances I was paying attention to, no one came over to even look at them and they were just sitting on the bench looking glossy eyed and were back on the ice for the next shift. It is a stark contrast to how other leagues have handled this kind of thing.
My take is the NHL is taking advantage of the fact that they are not as in the spotlight as the higher profile sports. And that there is still a mentality of players should play through these things in big games. The NHL seemed to try to take a stronger stance on the issue a couple years ago, but it's like everything else they do. They crack down hard on it hard at the beginning, and then start letting everything go, and by the time the playoffs come around, everything goes.
