No, most are 3 years for drafted players. It's if they sign a NCAA player after playing 2 years of college after the college season where you burn 1 year of the entry deal even if the player doesn't play any games.
Jonathan Toews was a high pick but went to college the year right after being drafted but joined the Blackhawks a year after being drafted on an entry level deal. In most cases a highly drafted player wants to sign at the end of the season and burn the first year of a rookie deal and teams seem to be willing to oblige for the top level talent.
