As far as Milos is concerned, I'm genuinely worried this is the beginning of the end for him. If he can't right the ship and get healthy he's going to be at a crossroads of calling it quits or risking his long term health.
As for the rest of the tour, perhaps they need to fight for a players association so they can try to institute more of a players schedule that has maximum/minimum requirements for 250, 500 and 1000 level events.

They need faster courts and shorter points. 18 tournaments in a 52 week year is not alot.

I'm not so sure players are actually playing only 18 events a year right now though. The majority of the guys considered to be the top players each year are in the 22-25 event range which is basically an event every other week when you take out the very short off-season.
Shorter points would be a good start but I'm not sure you can do much more about that unless you go to a Laver Cup super tie-break format for all deciding sets in non-major tournaments.

I realize this might be considered downright blasphemy, but what if we did away with best 3-of-5 in the grand slams and all tournaments were best 2-of-3? Could save some wear and tear on the top guys.

Downright blasphemy indeed.
I think losing the 5 sets in masters finals was bad enough.
In my opinion, the grand slams are not the problem. You get a day's rest in between each match and sometimes two days rest. I think it's the crazy amount of matches in the lower tournaments (5-6 matches on consecutive days) for multiple weeks that really screw with the recovery of players.
However, I think it's hard to tell some of these players that they really shouldn't grind out like 5-6 tournaments in a row. Alexander Zverev, for example, played 5 matches in a row in washington, 2 days rest, 5 matches in a row in Canada then flames out in cincinatti and the US open. Let's say he gets better next year and does the same schedule, suddenly he's making it deep in cincy and US open too - that's just making yourself ripe for injury.
I think it's that type of crazy scheduling (like why in the world is canada and cincy back-to-back?) that affects things more than 3 sets vs. 5 sets.

It's nice to see the Davis Cup with some changes. In 2018, teams are expanding to five, rather than four. They've also decided to scrap the dead rubber.

That makes no sense to expand teams to 5 and not have a dead rubber.
Also the Davis and Fed cup final will be played together in Geneva

Milos needs to shut it down for the year, there's no upside at all to playing anymore with how the injuries have gone. Rest up and be ready for Australia. As far as the schedule goes, they need to compact the schedule but it's difficult to see how. They are apparently changing Rome and Madrid into 96 player events like Indian Wells and Miami, but that's horrible and totally unnecessary, especially with the big three on their way out in the next few years. If anything Miami needs to be scaled back to a normal 1000 event, maybe even Indian Wells too, although it's the players favorite event so best to leave well enough alone.
To me the solution is to move the Asian swing into February after Australia, move Indian Wells and Miami back a couple weeks, eliminate one of the clay 1000 events (and maybe give us a grass 1000 event?), move Canada up a week so there's a gap with Cincinnati, and have the US Open, then two weeks later the year end event, and the season is over basically right now.

I would imagine that this is the intent. That extra spot will encourage up and coming players to be placed on the teams and give the fans something extra to consider watching.

Nadal revenges his loss to Isner by winning in straight sets. He now faces Dimitrov who beat him easily in the same event last year. I was so pumped when Dimitrov lost first round in the US Open the guy can play and always gives Nadal a good match.
