It's hard to argue with AMC's big three.
But HBO does have a solid lineup as well and they have some great comedies in Curb, Girls and Veep, and that's on top of Game of Thrones and The Newsroom. Treme is also a solid show that no one talks about.
It's really a toss up, but given the quality of BReaking Bad and Mad Men, which for my money are the two best shows on tv, I'll go AMC.

HBO reigned supreme int he days of OZ, Sopranos, Rome and the Wire. Like anything a new king rose.AMC.

Right now, AMC is better, but HBO is still well ahead all-time (Sopranos, The Wire, Deadwood).
HBO also gets a boost for being able to show boobs (unfortunately, they sometimes also show wang).
FX also needs to be in the conversation (although most of their best shows aren't on FX Canada).

it completely depends on all time vs Current
All time it's not close, HBO has what are widely regarded as the best 2 or 3 shows of all time
right now I would say AMC is on top, and an argument could be made for Showtime even being in 2nd place ahead of HBO when it comes to the cable networks, FX is up there as well

AMC's commercials can get really annoying, I refuse to watch a show on there that isn't PVRed..
I just switch back and forth depending on what shows are on, add AMC for Walking Dead in the fall, cancel it and switch to HBO for Game of Thrones in the spring..

They're both pretty awesome right now.
HBO: Game of Thrones, Boardwalk Empire, The Newsroom, Curb Your Enthusiasm, True Blood, 24/7
AMC: Breaking Bad, Mad Men, Walking Dead, Hell on Wheels
All time AMC can't touch HBO, but I don't think anyone would argue against that.
Band of Brothers is still, in my opinion, the best thing to ever be made for television.

HBO also has some of the alltime great comedies too.
Hence why I didn't comment in the OP because although I love Breaking Bad, I can't vote against the network that gave me Ari Gold.

AMC is amazing but are still restricted by being on basic cable in the states instead of premium cable where you get away with a lot more.
Showtime has Dexter, Homeland and Justified as well.

AMC has the best show on television right now (Breaking Bad), but HBO's record make them the kings.
Besides, any network that aired Deadwood will always get my vote.

I'm just glad how these cable stations have elevated television into its golden era - First HBO then Showtime and AMC and now FX has really picked up. The last 10 years have been unbelievable for tv. I think the best creative talent has gravitated to cable.
Almost all the great dramas of the last decade have been cable - the strong exception might be NBC with the West Wing, or some might argue Lost (but I wouldn't put that in the same category as say The Wire, or Mad Men). Still some decent comedy on network.

The best HBO shows have a certain complexity, depth and subtlety that other networks lack, in my opinion. I think the two current shows that best show this are Game of Thrones and Boardwalk Empire. In the past, both The Wire and The Sopranos have had the same thing. In part, the complexity is due to the enormous cast that these shows have, but they write in a lot of character building scenes as well and have a good mix of action.
AMC is getting close, but I don't think they've close the gap yet. At any rate, the more competition for these high end shows, the better. TV has never been better than it is now.
