This is an HRV. What is the ventilation control panel set to do? Your neighbor may have there's set to exchange air all the time creating positive pressure.
Have you cleaned the filter and heat exchanger?

I haven’t but upon looking to fix this problem I may also change the filter in there as well.

Changing the settings on that HRV should be your way out of this.
There's an easy test you can do to see if its balanced. Explanation here. https://www.airzonehvac.ca/diy-hrv-maintance/
I bet your neighbor has theirs turned up higher than yours. Solutions include turning yours up, and asking them nicely if they wouldn't mind turning theirs down as its blowing smoke in your unit.
Or you could break into their place and shove a plastic bag into the intake, CP meme style.

You could put a plastic bag in their bathtub instead. The psychological affects will eventually freak them out and they'll move.

I could also spray axe body spray into the crack the smoke is coming out of…leaning that way as well.
I appreciate all the suggestions. I’ve put weather tape over the crack for the time being and have moved the air purifier to the stairs where the smell is coming from.
I have a guy coming to look into the air filtration system and see if he can figure out the appropriate settings. (He is already coming for something else and just hitting two birds with 1 stone)

I’ve figured out where it’s coming in. There is a cm wide gap on the stairs that go above his unit. I’ve taped it off with weathering tape. It has blocked about 95% the smell. Now it’s very faint in my entrance way, but at least isn’t noticeable in the living room anymore.
