Echl would probably be better then going back to the OHL. There's better shooters, the ability to move up to the AHL throughout the year, and maybe even helping to get McDonald back on track by showing him how to battle for pucks.

The ECHL should be fine for Parsons and MacDonald to split time in. There are over 20 sets of back-to-back games in the schedule with some being three games in three nights. Lots of time to play both goalies in back-to-back situations against the same team to really evaluate.

Plenty of time for practice too as most games are on the weekend as well.

There have been many knowledgeable hockey people comparing Parsons to Quick, and Quick in 07/08 spent about 3/4 of a year in the ECHL, then went to the AHL and finally had a cup of coffee in the NHL...didn't hurt his development. Starting this year in the ECHL for Parsons would definitely be better for him than going back to the OHL.

Can the Flames negotiate a deal to loan Parsons to another AHL team for the season?

There is zero chance the Flames loan Parsons to a different AHL team away from their own coaching staff.

If we assume that right now the Flames consider Parsons their most important goalie prospect - then I would further assume they are going to want him playing within the organization, not under the coaching and influence of someone else.
So I see it as Gillies/Parsons/Rittich all spending time in the ECHL and AHL with McDonald being the guy loaned out if they want him to get enough playing time.

I think those deals come with the understanding that the player cannot be called up. I might be wrong, and perhaps that was only specific to one similar contract a while ago that I heard about. There's Gillies and Rittich anyways who would likely be first in line. But even if it's highly unlikely that a prospect would ever be called up to the show, dangling the carrot in the distance would motivate anybody. If my premise is indeed correct.

Flames should claim they have no spots for him and see if the nhl will let him join the US olympic team. I would watch some olympic hockey if Parsons was in goal. He could add a olympic gold medal before he wins the Calder, ConnSmythe, Vezina, and Hart.
