It has to do with the strength of the child. If the child is walking, then they tend to have stronger neck muscles, which is important as forward facing children in accidents would have more force on their head/neck than rear-facing.
It's 20 lbs, not 25. The American Pediatric Association has recently recommended (it is not law) that children remain rear-facing until age 2 since rear-facing is a safer option. Even if their feet touch the back seat (and many fear that their legs may be broken in an accident because they don't have clearance), it's still safer than forward facing for the little ones.
