With the price of Oil being so low, does this project even matter any more for the next couple years while it is at the level it is?

absolutely

better to build infrastructure with low price environment and have it come on in higher price environment allows for lower construction costs and higher toll fees once complete

I'm not sure the price of oil being low means the price of building something related to oil is also low.

TransCanada planned this project in a $30 oil environment. The price of oil has very little relevance.

I would guess its about 55-45 it eventually gets approved. 2016 elections will pretty much swing it decisively one way or the other so the next few years mean nothing and nothing will get down until after 2016.

Have you read the US EPA report on the enviromental affects of the pipeline.

Once the price of oil reaches roughly $75 per barrel there are no enviromental affects of the pipeline due to increased oil production.

At that point the far safer record of pipelines over rail makes the pipelines the enviormentaly responsible solution.

Absolutely it will. Do you think that if a company gets a higher price for a good, that doesn't send signals to produce more.

Will it have a significant impact on production, probably not, but it will have some impact.

Not directly, but they will change their production based on the price of oil and since Keystone has the ability to affect the price it has the ability to affect production.

Again, you're assuming an oil company is just going to leave money in the ground because one of many possible routes to market is not going to be available. That's a fantasy.
