Calgary used to be noticeably less filled with litter than every other city though.
I don't know, I'd rather pay a few extra bucks in property tax/flat fee, and that's as someone who will never need to buy tags. I think this likely ends up with more garbage in blue/green bins and on the street, and those costs will outweigh the revenue and behaviour change from selling tags.

i think the only time i have filled up my black bin between dumpings are:
* left it too long to put out so it was a month or six weeks worth of garbage
* filled it with non-recycable packing materials
* done a lot of purging at home
Also a few times if my green bin has been full, i out yard waste in my black bin

A house across the alley regularly fills their black bin, leaving an extra bag or two on top for the magpies to rip open and strew trash everywhere. My next door neighbour told me he caught them putting garbage in other peoples bins. We now keep our bins locked in our backyard as we don't want to have to pay extra to dispose of our usual 1-2 black bags per 2 week period.
The same neighbours also have a utility trailer full of garbage on their property but outside their fence, proudly displayed in full NE glory

It 's turning out that way. We're hoping to move in a year or two, so want to keep our property looking in top shape.
I don't think I even mentioned this at any point:
When I was talking about building the fence with the neighbours, I suggested that between the three houses we hire a dumpster to dispose of the old fence. Both sides flat out refused stating that it would be too expensive. The one side said they would take theirs up to Saddle ridge and throw it in the dumpsters up there. You know the ones the city put up there for residents to throw storm damaged housing materials into. I told them we wouldn't do that because it is dishonest and not right. Both husband and wife laughed at me and said they had hail damage.
The other side hired the contractor to do it and paid him $250 to dispose of their half of our shared fence.
We hired a dumpster and paid $360 to dispose of all fencing materials (from all three sides of fence and a few other things. We waited until the fence was built and could have the bin locked in our yard with no outside access.

My personal anecdote is its about the same. I've lived in Vancouver, Edmonton, Calgary, Ottawa and Halifax, and I don't think any are more or less strewn with garbage...
Anyway, I agree with the other person who has said other cities have managed just fine. Some of the other ones I've listed above have done stuff like this and people survived just fine. I was actually surveyed by the City on this, and may have communicated such ideas in my response .

One of these things is not like the other, one of these things just doesn't belong.
Super irritating. Used to fill it normally over two weeks without much issue, but with a newborn the thing is full after the first week.
So now Garbage pickup occurs 2 less times a month then it did a couple years ago and I have to pay more during a bump. Oh on top of my property taxes going through the roof this year.
Thank god the green bin gets picked up every week in August though when you only have to mow your lawn every 3-4 weeks.
