What we know from the Coyotes and Thrashers situations - and even Panthers, Hurricanes and Devils - is that any relocation threat from Murray Edwards is empty unless it is definitive that nobody is willing to own and operate the franchise in this market.

Was in Tempe most of the time (so close to downtown). If you think you are getting out to Gila River in 30 minutes between the hours of 4-6:30 for a game, I don’t think you’ve spent much time sitting Phoenix traffic. And again, a lot of the disposable income in the area is South of Downtown.
