Default Change "Permissions"?

I need help undoing whatever I just did.

New computer, Windows 8. Still figuring it out.
Went to download something and I get the standard "are you sure you want to download this" warning.

I've downloaded on this new computer before. No issues. This time, I click "don't remind me again" but then accidentally selected "ignore" instead of "download anyway"

Now, when I go to download anything from the site, nothing happens at all.

I tried searching my computer for "permissions" but found nothing useful.
How can I correct this?

Edit: Running Chrome if that makes a difference

Thanks. Tried that, and also tried re-installing bittorrent too.
Still no luck though.

I'm thinking the setting is set in Windows' internet properties, and is not browser specific.

Via chrome, go to Settings->Show advanced settings...->Network/Change Proxy Settings...

This will bring up Windows' internet properties dialog. Click on the Security tab, select the Internet zone, and click Custom Level. There is a section on Downloads there, including File Download enable/disable. My guess is it is set to disable.
