I think having a Female getting her head bashed in by a male would be the end of the Walking Dead on TV as well. That really leaves Abe/Glenn/Daryl and Eugene that could get the bat.

Yeah, but the show divides its deaths into two groups for dramatic effect: casualties and tragedies.
The psychiatrist turned doctor, Denise, getting a crossbow bolt through her eye was a tragedy, from the actual perspective of the survivors, but her death was mourned over about 10 minutes.
I think Eugene falls into this camp as well. The show will require a major character to die in order to fuel the next season's bloody revenge rampage.

Maybe. I think it was just a symbol of how Eugene has stopped being a coward-parasite, and started contributing actively to the community.
I just don't see how Eugene's death would be a meaningful plot turn.

Nah, he said one.
Negan is in a tough spot - kind of like a knight keeping his serfs in order - except his serfs also have assault rifles, and control the only bullet manufacturing plant in the world.
He has to make them afraid to keep them in check, so he has to use a bit of seemingly random violence, but he also can't kill off key members of his subject communities or they will fall apart and not provide him with the necessary surplus to maintain his own parasitical growth pattern.
Rebellion is clearly in the cards here.

Well, it's going to be a good war because Negan actually presents a viable, although different view of justice than Rick and the gang. So it is actually a real war about what civilization will emerge from the apocalypse.
The Governor was just a mad man, and not even a really good one.

I'd be shocked if Negan's arc only went 1.5 seasons. They've made his intro pretty personal. To only let him be around for 1.5 seasons would be pretty odd.
We've now got at least 4 separate groups. The next few seasons will be about the interactions between them. Plus they can always extend things by having a mini crisis or introducing a rogue group here or there.

Yeah, it's pretty much set up but Glenn has a lot to lose too.
With Glenn's two near death experiences there from last season, I could see the writers using that as a way to make the viewers think he has plot immunity.
I kind of like Jiri's suggestion of both.

If it is proportional to the farm, the Negan arc should last 4 seasons.

we've seen Negan for about 10 minutes and we're already worrying about when we'll get sick of him?
there's just as good a chance he turns out to be a great character that you don't even want to get rid of anytime soon.
