Honestly I'm not going to make any time demands on anyone.
Play as much as you want. 
If you find later that you don't want to be in the region anymore, just abandon your city and one of the other players will pick it up!

first come first serve? I'm not sure that 16 people are going to be available all at the same time to go through and pick the plot they want one by one after we determine an order.

Just keep adding your names and we will see how many people we have when it launches. I don't think there's an issue doing 2 or 3 maps. Could even go down to smaller maps to even the number of players out if we wanted. Just might need to have a different moderator for each region.
