That cartoon does a couple of things well, one intentional, one not so much.
It (intentionally) provides a more sympathetic view of policing and the need to unburden police of so many things that are properly the responsibility of other organizations with different training.
It also (unintentionally) makes clear what a poor choice the slogan "Defund the Police" is for communicating that view.

The problem with putting a complex issue like policing into a small cartoon is that it completely loses any nuances of the issues. I do think that there should be more social workers, nurses and other professionals embedded within police agencies. Able to assist, while still maintaining their safety. The problem though is that when people think that the social worker is a panacea for all of societies problems. Even in that cartoon, look at how social work is up in the corner, with around half of the unnamed issues being pushed over there.
Social workers as a profession are underappreciated for what they do but they are also one of the most burnt out groups of people I have ever encountered and in seeing what they do day-after-day-after-day, I can completely understand why.

How about defunding prosecutors budgets so they cant go ego crazy and chase small petty cases or big unwinnable cases.

They should start by ending elections for prosecutors and sheriffs. They campaign on arrest and conviction numbers. It doesn't matter if they're serving proper justice as long as voters see lots of people going to jail.

That approach ends up with just poor people that cant afford a lawyer being the only people arrested, in the end the cops adjust their tactics to just arrest easy convictions so poor black guy with a dime bag of weed x 100 where as middle class kiddie diddler with decent lawyer doesnt get touched, to some extent its how the US operates now

I think depending on the department it's a bit more nuanced than that. I don't personally support a universally slashing of law enforcement budgets, rather the reallocation of funds to services that actually help people instead of taking them down. If said services are within a department, then so be it.

For comparison Vancouver spends around 20% on the police, if you are spending 54% to police a massively more crime ridden hole then your cops are seriously ####e at what they do and maybe a root and branch pruning is required

LA and Vancouver are Apples and Oranges. There's be a point to be made in those stats but a straight up comparison between those 2 cities, not quite.
