Well one of the items being campaigned for by BLM protestors is to legalize drugs. This is because it criminalizes people of Color at disproportionate rates. However legalizing drugs, using the money spent on drug enforcement, and jails for drug users and dealers to help with addictions.
So yes the goals of the groups wanting to defund the police would likely help with the gang war over the long term.

From what I understand (and I could be off) ALL drugs decriminalized, and can be prescribed by doctors and administered by pharmacists (sounds like how we administer methadone).
