Are the Flames moving on from Stockton?

If the team made its decision, one way or another, it seems an answer should be forthcoming. One possibility is that the sides decided to extend the deadline and keep negotiating, which is not uncommon in these cases. The Heat has made it clear it wants some arena improvements.
With no official statements from the franchise or the city, rumors filled the offseason. Some fans feared a move was almost certain because of the Calgary Flames’ history with their AHL franchise. Stockton is the fifth different home for Calgary’s AHL team since 2005.

CA remains best AHL option due to travel costs. Outside CA, Boise and Salt Lake likely provide best built in fanbases.

Why would Salt Lake be inconvenient? And why would Sacramento be better? Salt Lake is a quick direct flight, big city with money to spend, and has a hockey history.

Salt Lake City is the closest from a direct flight perspective.
Think it's like a 2 1/2 hour flight and lots of daily direct options.
Salt Lake Golden Eagles returning and playing in the Utah Jazz arena could probably work, or more likely in the Maverik Center where the Utah Grizzlies play.

The WHL team here doesn't draw and the arena is outside the city but I'd make the trip. Not sure anyone else would, but hey.

How many farm team relocations under Ken King now? Seems excessive and would be good to have some stability. Maybe it doesn't matter and other teams constantly move as well. Just seems really high for the Flames.

More so for travel for the team, the California teams have it pretty good. Not inconvenient from the perspective of callups.
Salt Lake is otherwise good. But if the goal is to stay in California, Sacramento is the call. Pretty close geographically and pretty much the same time to get to the Bay Area.

The Penguins have had the same affiliate since the Wilkes-Barre/Scranton Penguins were created in 1999. The Capitals have had the same affiliate since 2005, the Hershey Bears.
But Edmonton has gone Hamilton to Toronto, to Edmonton, to Hamilton, to Iowa, to Springfield, to Oklahoma and finally Bakersfield in about that same time frame. So I guess we're not the worst.

St. Louis won a cup and I think they shared an affiliate for a year, so I don't know if having a stable affiliate is much of an influence

Teams move AHL affiliates all the time. When I was growing up, the Canadian teams all had their affiliates in the Maritimes.
Fredericton Canadiens
St John Flames
St John's Maple Leafs
PEI Senators
Cape Breton Oilers
Simpler times...

I'm not sure how much "stability" matters when most of the players that will have impact will spend only a season or two in the AHL anyways.
However, the Blues have had Peoria (2005-2013), Chicago (2013-2017) and most recently San Antonio (2018-), so it's not like they have changed a ton.
