First things first... where did you get this version of Windows 10 Home you want to install? The origin of the product key and media you're trying to use for the install might help explain why it refuses to work.
Assuming all that is good, it sounds like you need a different ISO than the one you're using to install.

17744 is no longer an 'Insider' build but the actual RTM of Windows 10 version 1809. You should be able to download the X64 ISO, then use your key when you install or you can skip the key when prompted and select to install Windows 10 Home and use the product key when you boot into the OS to activate.

You might be hitting this stupid bug I've found on a few machines where Windows (7, 8.1, 10) refuse to install off of a USB stick for no apparent reason. It's the only reason I still have a Bluray re-writer in my desktop PC and have held onto my Xbox 360 HD-DVD drive -- in case the USB method of OS install fails.
