Strangely enough, Thomas Horan (in his book) compared the Zodiac messages to the police broadcasts and then to the actual crime scene data. His research showed that rather frequently, the police's initial broadcast on their radio system would be less than accurate. The Zodiac frequently described details that anyone would have known with a police radio when listening to those first broadcasts, and the Zodiac would repeat mistakes the police made over the radio. In Graysmith's book, he repeats the same mistakes, as they seem to help make the Zodiac real.
There may have been an insider who created the hoax. Horan accuses Robert Graysmith for the hoax, and I can't see someone doing that without fear of being sued. Graysmith has basically ignored him.
The true story might just be a few murders tied together via the hoax.
