You'd probably also need at least one new bridge from the north (maybe somewhere near Richmond Island). The access from Bridgeport could probably also be re-vamped to limit the traffic - connecting the 91A to a wider bridge there so you don't have to get off the highway and stop at a light would be helpful, although that's true regardless of whether there's a new ferry terminal.

It all has to go through Richmond anyway, it just goes right through the middle and through the tunnel now as opposed to missing that entirely if you fed it into the airport, if you put the thing onto a working network of public transport I doubt many would bother with their cars, the reason we all take our cars to the Island is so we can get to and from the Ferry.
