The press release makes it sound like he won't be there:
"The ceremony will feature special appearances by Calgary Flames Alumni, Hockey Hall of Fame trophies from Miikka’s career, a video tribute, and a thank you from Miikka Kiprusoff"
That sounds like a pre-recorded thank you message. I know he doesn't like the spotlight very much so I wouldn't be surprised.

Tickets to this game are bloody expensive.
I'd be tempted to use points to fly out to this game and bring my oldest.
But two tickets to the game will be like double the price of the airfare.

So HNIC don't want time spent on Kipper retirement? Have to start it early? Why? I've had to watch all matter of retirements and banner raising elsewhere before games.
