I think Germany does it based on the size of your engine. At least they used too.
Also, why does every single residential street have the biggest truck parked at the ends too close to the corner so you cannot see around them to turn into them.

Come to a stop at a 4-way intersection at the same time as another car. If I try to let them go first, they won't, and we're left with a standoff of who hits the gas first. If I try to avoid that problem and just go first, then so do they and now it's even more awkward. Every time

When I rule the world, I will make it a law that if your company uses the phrase "higher than normal call volume" or anything resembling that in way, the CEO, CFO and top people responsible for customer service and IT are publicly fisted by an AIDS infected razor wire wrapped telephone pole. There will be a channel broadcast free of charge.
This law will be retroactive back to 2010.

If I see that happening, I slow way up before the intersection, then do a complete stop. Most of the time you can avoid awkwardness that way.

Yesterday, on my way home was a prime example of a pedestrian not crossing and causing havoc. Now lots to blame here but if the pedestrian crossed when they were supposed to nothing happens.
I am heading east, east-west has the stop signs and north-south is through. I see the lady and come to a complete, full stop. I even wave to acknowledge that I see her and proceed to wait. But no, she looks away. So I wait even more. She looks at me and waves me through. I shake my head and wave her through, you know like the law says. Meanwhile another car heading west but wanting to turn left stops at the intersection. You can see them get annoyed with me as technically I would have the right away if not for the pedestrian. After a full minute or two the pedestrian crosses. But by the time they are done a north bound vehicle approaches the intersection with no stop sign. The vehicle turning left is clearly pissed with me for not going so they pull out right in front of the north bound vehicle and bam! No serious damage but it was a tacoma with a bumper bar vs a mini. Nobody hurt but the mini was a little worse for wear. Tacoma might have been doing 25-30Kph.
Clearly the car turning left was at fault but if the pedestrian crosses when they were supposed to then I proceed through the intersection with no issues before the left turning car even approaches and nothing of consequence happens. I felt really bad for laughing at the whole thing just because of this thread yesterday. Perfect timing.
People not doing what they are supposed to be doing causes confusion, frustration and #### happens.
