Yes, my parents also had to payback Canada when they came as refugees as well.

Doesn't seem unreasonable assuming the payments aren't too onerous.

Not sure why they should get a ride here on tax payers dime. Seems completely reasonable to me.

How does it work for ongoing health care costs? We met a family at a hospital waiting room a couple of times who are Syrian refugees. Knowing what we know about them, the cost for medicine and doctors visits is typically fully covered for Canadians by the government, but if they had to pay out of pocket, it would be astronomical.

I believe that's changed since we came over here. I believe that they get the same health care as the rest of us from Day 1, which we did too. These days they also get Dental and Drugs paid for by the Feds (i.e. taxpayers) for the first year or so. I don't think that's too crazy. Make sure they're good and healthy and can get integrated and working /paying taxes, that's the way I look at it.

I do know that we had a dentist donate his services for the first few years that we were here out of the goodness of his heart. He didn't get compensated by the government in any way, he just knew that we didn't have coverage and he took care of us. Incidentally we have been close family friends of his and his family since then.
