I suppose. I’d never heard of him as an actor before he was running and people talked about it. Eisenhower was world famous right before he ran for president.
Reagan was mostly known as the voice of GM during the 50's and then Governer of California that called for a bloodbath on the college campuses in the 60's

Obama was huge after the keynote speech in 2004. Everyone assumed he was going to step up and run for President in 2008. I don't know what the line is for required popularity, but he was definitely known across the country after the speech.

There was an aggressive border bill in place, negotiated by James Lankford and agreed to by Democrats, only for Republicans to kill it at the 11th hour because Cadet Bone Spurs wanted them to. Trump doesn't want to fix the border at all, he just wants to campaign on it.
