HELOC Appraisal Charge

I was talking to my bank who holds my mortgage and asking about a HELOC, for my property, the bank wanted to charge me $1,000 for "appraisal, First Canadian Title and other searches".

Talking to other people who have a HELOC, they've never been charged for any of this, is this normal? Also, 1k seems quite an excessive fee to me, is this fee within line of what I should expect?

Had to do this a couple times and each time I held firm and insisted that I'm not paying for it. It took a bit but they waived it.
